I think some mats take quite a while to heat up properly, the latest one I've fitted didn't take long though.
I'd suggest trying to get hold of some foil & polystyrene or similar to sandwich between the wall and heatmat for maximum heat containment, I suspect your towel will contain some air that can heat up and escape taking the valuable heat with it.
I've got a thermostat attached to my heatmat so the tank doesn't get too warm; particularly when I've got their night-glo lamp on over the tank at night when our central heating is off.
